By the end of the 21st century, many European countries that failed to repay their national debt lost their sovereignty to transnational economic giants, gradually overpowering weaker competitors. The leadership of one of the largest corporations, "Prometheus," decides to replace the state police with private security structures fully subservient to the interests of their owners, thus creating the Black Squad led by the ruthless Henry Munro, who dreams of increasing the number of fighters through obedient android robots. Police officer Cyrus Becker, after the abduction of his wife Diana and the death of his teenage daughter, loses his idealistic views and dreams of joining a squad ready to fight the new guards and seek revenge for the loss of his loved ones. The hero learns that his old friend, experienced police officer Frank Varnov, is creating a secret division called "Section Zero" to combat the black militia in order to preserve the former law enforcement agencies before the impending world order destroys the citizens' last hope for justice. The new commander recruits proven fighters into the elite division, including former partner Bob Bianchi, "mole" Tony Ballestra, the best fighter of the Cobra group Elias Jankowski, and others.
